The top court's ruling earlier on Monday upheld a previous decision to remove Quim Torra as the chief of the northeastern region for refusing to remove a banner that called for the release of imprisoned separatist leaders and was displayed on a public building before the 2019 general election. The ruling has triggered a new period of political uncertainty in the northeastern region where a demand by some for independence has caused the country's biggest constitutional crisis in decades. According to the existing regulations, Torra's deputy Pere Aragones should take over as president-in-charge until the regional parliament elects a new leader or a new election is held. Pro-secession activists reacted by calling for protests later Monday in the regional capital, Barcelona. 'No unjust law applied for the purpose of revenge against those who defend human and universal rights will ever be able to defeat democracy,' Torra said in a televised address surrounded by members of his Cabinet, including Aragones. He also called on Catalans to turn the next regional election into a de-facto plebiscite on independence by voting for separatists and vowed to take his appeal against Monday's ruling to European courts. 'The only way forward is by democratically breaking away,' he said. Spanish Deputy Prime Minister Carmen Calvo told reporters that the deadlock should be resolved with a new election as soon as possible in order to reactivate dialogue between the regional and central authorities. Shasta County Sheriff Eric Magrini announced the deaths during a Monday afternoon update on the Zogg Fire. He did not give any details about the people who died, but said more than 1,200 people are evacuated from that fire. It's one of nearly 30 major wildfires burning in California. In Sonoma and Napa counties, more than 50,000 people have been evacuated because of the Glass Fire. The latest deaths mean that California wildfires have now killed 29 people in this year's historic fire season. The fires that began Sunday in the famed Napa-Sonoma wine country about 45 miles (72 kilometres) north of San Francisco came as the region nears the third anniversary of deadly wildfires that erupted in 2017, including one that killed 22 people. Just a month ago, many of those same residents were evacuated from the path of a lightning-sparked fire that became the fourth-largest in state history. 'Our firefighters have not had much of a break, and these residents have not had much of a break,' said Daniel Berlant, assistant deputy director with the California Department of Forestry and Fire Protection, known as Cal Fire. Sonoma County Supervisor Susan Gorin evacuated her home in the Oakmont community of Santa Rosa about 1 a.m. She is rebuilding a home damaged in the 2017 fires. Gorin told the San Francisco Chronicle that she is numb, and the situation feels surreal. 'It's like God has no sympathy, no empathy for Sonoma County,' she said. More than 53,000 people in Sonoma and Napa counties have been evacuated in the latest inferno, one of 27 major fire clusters burning across the state, said Berlant. Many more have been warned that they might have to flee, even though officials expect winds to ease into Tuesday. The Glass Fire broke out before 4 a.m. Sunday and merged with two other fires to scorch 17 square miles (44 square kilometres) as of early Monday. Officials did not have an estimate on the number of homes destroyed or burned, but the blaze engulfed the Chateau Boswell Winery in St. Helena and at least one five-star resort. Logan Hertel of Santa Rosa used a garden hose to fight flames at a neighbour's house in the Skyhawk neighbourhood until firefighters could relieve him. 'Seems like they got enough on their hands already. So I wanted to step in and put out the fire,' Hertel said. Dominic Wiggens, who lives in the same neighbourhood, evacuated but returned later Monday. His home was still standing, but many others were gone. 'It's so sad,' he said. Pacific Gas & Electric was inspecting its equipment as it sought to restore power to more than 100,000 customers who had it turned off in advance of gusty winds and in areas with active fire zones. The utility's equipment has caused previous disasters, including the 2018 Camp Fire that killed 85 people and devastated the town of Paradise in the Sierra Nevada foothills. Evacuations were also ordered in Shasta County as the Zogg Fire spread over 23 square miles (59 square kilometres). Residences are widely scattered in the forested area in the far northern part of the state. The region was torched just two years ago by the deadly Carr Fire -- infamously remembered for producing a huge tornado-like fire whirl. The causes of the new fires were under investigation. Mark Ghilarducci, director of the Governor's Office of Emergency Services, said 2020 has been challenging. 'The silver lining to it is that people who live in California become more prepared, they're more aware, they know these events take place and we're seeing a citizenry that does get it and is working hard to be prepared,' he said. Numerous studies in recent years have linked bigger wildfires in America to climate change from the burning of coal, oil and gas. Scientists say climate change has made California much drier, meaning trees and other plants are more flammable. The latest fires erupted as a giant ridge of high pressure settled over the West, producing powerful gusts blowing from the interior toward the coast while slashing humidity levels and raising temperatures. So far in this year's historic fire season, more than 8,100 California wildfires have killed 26 people, scorched 5,780 square miles (14,970 square kilometres), and destroyed more than 7,000 buildings. Most of the losses occurred after a frenzy of dry lightning strikes in mid-August ignited a massive outbreak of fires. Fire worries were developing Monday across Southern California, although it was unclear how strong the predicted Santa Ana winds would become. Heat and extreme dryness were also expected to create problems. Conditions were also hot, dry and windy in parts of Arizona, where the Sears Fire in Tonto National Forest north of Phoenix has grown to more than 14 square miles (36 square kilometres) since it erupted Friday. That Sunday's report came just weeks before Trump's re-election bid served to intensify the spotlight on Trump the businessman -- an identity that he has spent decades cultivating and that helped him capture the presidency four years ago in his first run for political office. The Times' report deepens the uncertainty surrounding a tumultuous presidential campaign set against the backdrop of a viral pandemic, racial unrest in American cities and a ferocious battle over the Supreme Court seat left vacant by the death of Justice Ruth Bader Ginsburg. Since entering the White House, Trump has broken with tradition set by his predecessors by not only refusing to release his tax returns but by waging a legal battle to keep them hidden. The Times report suggests why that might have been so. It reported that many of Trump's top businesses are losing money, even as those losses have helped him shrink his federal tax bill to essentially nothing. Eugene Steuerle, a tax expert at the Urban Institute, said he wasn't surprised that it turns out that Trump had paid almost no federal income tax. Most commercial real estate developers deduct large interest payments on their debts from taxable income, thereby lowering their tax bills. Typically, they also often avoid capital gains taxes by plowing profits from the sale of one building into the purchase of another. 'Most tax experts expected you would find little in the way of tax payments by President Trump,' said Steuerle, who served as a Treasury Department official under President Ronald Reagan. The Times noted that Alan Garten, a lawyer for the Trump Organization, said of the Times report that 'most, if not all, of the facts appear to be inaccurate' and asked for the documents on which the reporting was based, which the Times declined to provide in order to protect its sources. The newspaper said Trump initially paid $95 million in taxes over the 18 years it studied. But he managed to recover most of that money by claiming -- and receiving -- a stunning $72.9 million federal tax refund. According to the Times, Trump also pocketed $21.2 million in state and local refunds, which are typically based on federal filings. Trump's outsize refund became the subject of a now-long-standing Internal Revenue Service audit of his finances. The audit was widely known. Trump has claimed it was the very reason why he cannot release his returns. But the Times report is the first to identify the issue that was mainly in dispute. As a result of the refund, Trump paid an average $1.4 million in federal taxes from 2000 to 2017, the Times reported. By contrast, the average U.S. taxpayer in the top .001% of earners paid about $25 million annually over the same timeframe. TRUMP HAS FINANCED AN EXTRAVAGANT LIFESTYLE WITH THE USE OF BUSINESS EXPENSES. From his homes, his aircraft -- and $70,000 on hair styling during his television show 'The Apprentice' -- Trump has capitalized on cost incurred from his businesses to finance a luxurious lifestyle. The Times noted that Trump's homes, planes and golf courses are part of the Trump family business and, as such, Trump classified them as business expenses as well. Because companies can write off business expenses as deductions, all such expenses have helped reduce Trump's tax liability. MANY OF HIS BEST-KNOWN BUSINESSES ARE MONEY-LOSERS. The president has frequently pointed to his far-flung hotels, golf courses and resorts as evidence of his success as a developer and businessman. Yet these properties have been been draining money. The Times reported that Trump has claimed $315 million in losses since 2000 on his golf courses, including the Trump National Doral near Miami, which Trump has portrayed as a crown jewel in his business empire. Likewise, his Trump International Hotel in Washington has lost $55 million, the Times reported. FOREIGN VISITORS HAVE HELPED SUPPORT TRUMP'S PROPERTIES. Since Trump began his presidential run, lobbyists, foreign governments and politicians have lavished significant sums of money on his properties, a spending spree that raised questions about its propriety and legality. The Times report illustrates just how much that spending has been: Since 2015, his Mar-a-Lago resort in Florida has taken in $5 million more a year from a surge in membership. The Billy Graham Evangelistic Association spent at least $397,602 in 2017 at Trump's Washington hotel. In both the year he won the presidency and his first year in the White House, Trump paid just US$750 in federal income taxes, the Times reported. Detailing payments gleaned from more than two decades of tax information, the Times report outlines extensive financial losses and years of tax avoidance that deal a blow to the business-tycoon brand Trump has built his political career on. At a White House briefing Sunday, Trump denied the New York Times story and claimed that he pays 'a lot' in federal income taxes. 'I pay a lot, and I pay a lot in state income taxes,' he said. Trump added that he is willing to release his tax returns once he is no longer under audit by the Internal Revenue Service, which he said 'treats me badly.' The president, however, is under no obligation to hold his tax returns while under audit, despite his repeated claims otherwise. Trump also refused to answer how much he has paid in federal taxes in the briefing and walked out to shouted questions from CNN's Jeremy Diamond on the topic. The expansive Times report paints a picture of a businessman who was struggling to keep his businesses afloat and was reporting millions in losses even as he was campaigning for president and boasting about his financial success. According to the newspaper, Trump used the $427.4 million he was paid for 'The Apprentice' to fund his other businesses, mostly his golf courses, and was putting more cash into his businesses than he was taking out. The tax information obtained by the Times also reveals Trump has been fighting the IRS for years over whether losses he claimed should have resulted in a nearly $73 million refund. In response to a letter summarizing the newspaper's findings, Trump Organization lawyer Alan Garten told the Times that 'most, if not all, of the facts appear to be inaccurate' and requested the documents. The New York Times said it will not make Trump's tax-return data public so as not to jeopardize its sources 'who have taken enormous personal risks to help inform the public.' The tax-return data obtained by the newspaper does not include his personal returns for 2018 or 2019. Years of tax avoidance Trump's taxes have been largely a mystery since he first ran for office. During the 2016 campaign, the then-candidate broke with presidential election norms and refused to produce his tax returns for public review. They have remained private since he took office. Being under audit by the IRS does not preclude someone from releasing their tax returns publicly. But that hasn't stopped Trump from using it as a defense against releasing his financial information. In 2016, Trump released a letter from his tax attorneys that confirmed he was under audit. But the letter also said the IRS finished reviewing Trump's taxes from 2002 through 2008. New York Times report details The Times reported Sunday that Trump's tax information reveals specific examples of the potential conflicts of interests between the President's business with his position. The president has collected an additional $5 million a year at Mar-a-Lago since 2015 from new members. It also found that Billy Graham Evangelistic Association paid more than $397,000 to Trump's Washington, DC, hotel in 2017. The newspaper reported that in Trump's first two years in office, he has collected $73 million in revenue overseas, with much of that coming from his golf courses but some coming from licensing deals in countries, including the Philippines, India and Turkey. Democrats reaffirm push for full tax returns House Ways and Means Committee Chairman Richard Neal, who requested Trump's tax returns in April 2019, said Sunday evening that the Times report reaffirms his commitment to getting those returns. Sabine ten Doesschate, one of the Dutch lawyers representing Russian suspect Oleg Pulatov, told judges that he insists he had nothing to do with the downing of the Boeing 777 jet and murder of all 298 passengers and crew on board the Amsterdam-to-Kuala Lumpur flight on July 17, 2014. Prosecutors say the plane was shot down by a Buk missile fired from territory in conflict-hit Ukraine controlled by pro-Russia rebels. They alleged the missile was trucked into Ukraine from a Russian base and the launcher was sent back after the plane was shot down. 'Our client has told us that he was not engaged in ordering, guarding, transporting and hiding of a Buk missile ... instructing the crew thereof, firing or ordering to fire a Buk missile and/or downing MH17,' Ten Doesschate said. She added that Pulatov 'does not have personal knowledge of how and why MH17 was downed. So our client does not know what did indeed happen. What he does know is that he observed no Buk missile and that he and the ones under his command were not engaged in a Buk missile at or about July 17, 2014.' Brett Hankison's plea Monday comes five days after a grand jury indicted him on three counts of 'wanton endangerment' for firing into the home of Taylor's neighbours. Hankison was one of three undercover narcotics detectives who opened fire inside Taylor's house on the night of March 13 during a botched drug raid. He was fired in June after officials said he 'blindly' shot into Taylor's home. A grand jury last week declined to charge Hankison or the other two officers who fired their weapons with Taylor's fatal shooting. The curfew has been lifted in Louisville, where many people have been charged with refusing to stop their nighttime protests after a grand jury's decision not to charge officers in the fatal shooting of Breonna Taylor. Louisville Mayor Greg Fischer said he allowed the curfew to expire as of 6:30 a.m. Monday. 'The curfew served its purpose of helping ensure that most people were home safe by 9 p.m., because our past experience had shown that most violence and destruction occurs after dark,' the mayor's statement said. 'We sadly saw some violence, including the shooting of two police officers, one of whom remains hospitalized, dealing with complications of his injuries. But we believe the curfew helped, by ensuring fewer people were out late in the day.' Fischer said barriers and traffic restrictions set up downtown last week will remain but will be assessed daily. Meanwhile, Kentucky state Rep. Lisa Willner, a Louisville Democrat, said Monday that she's starting to craft legislation that would narrow the scope of the state's rioting statute. Her proposal, which she intends to offer in next year's legislative session, would protect people from being charged with first-degree rioting if they're present but don't engage in destructive or violent actions. Her response comes after Democratic state Rep. Attica Scott was charged with the felony last week while participating in Louisville protests for racial justice. 'This is not any attempt at all to weaken the current law,' Willner said in a phone interview. 'It's just to make sure that people who are peacefully protesting, who are merely exercising their First Amendment rights, are clearly not engaging in rioting.' Scott was among demonstrators who converged in downtown Louisville to express their disagreement with the grand jury decision. Many marched along Louisville's streets chanting 'Breonna Taylor, say her name,' and 'no justice, no peace.' Taylor was shot multiple times March 13 after her boyfriend opened fire as officers entered her home during a narcotics raid, authorities said. Taylor's boyfriend said he didn't know who was coming in and fired in self-defence. One officer was wounded. A coroner's report obtained Monday says Taylor was shot five times and died of multiple gunshot wounds. It says she was hit in the torso, her upper left extremity and both lower extremities. Trump has worked for decades to build an image of himself as a hugely successful businessman -- even choosing 'mogul' as his Secret Service code name. But The New York Times on Sunday revealed that he paid just $750 in federal income taxes in 2016, the year he won the presidency, and in 2017, his first year in office. He paid no income taxes whatsoever in 10 of the previous 15 years, largely because he reported losing more money than he made, according to the Times, which obtained years' worth of tax return data that the president had long fought to keep private. The development comes at a particularly precarious moment for Trump, whose Republican campaign is struggling to overcome criticism of the president's handling of the pandemic. It hands Biden an easy attack line heading into Tuesday's debate. And with early voting already happening in some states and Election Day just over a month away, Trump may be running out of time to turn his campaign around. 'Donald Trump needs this election to be about Joe Biden as a choice,' said longtime GOP consultant Alex Conant. 'This keeps the focus squarely on Trump's character and the chaos going into the most important night of the campaign, the debate.' Of course, Trump has repeatedly faced -- and survived -- devastating turns that would have sunk any other politician. That includes, most notably, the stunning 'Access Hollywood' tape released in October 2016, in which Trump was recorded bragging about kissing and groping women without their permission. The video's release came just two days before Trump was set to face then-candidate Hillary Clinton in their second debate and was considered a death knell to his campaign at the time. White House press secretary Kayleigh McEnany told 'Fox & Friends' on Monday that Democrats are replaying 'the same playbook they tried in 2016 -- the same playbook that the American people rejected and will do so again.' At this point in the race, with voting already underway in many states and so few voters still undecided, it is unclear whether any new discoveries about Trump would make any difference. Trump's support over the years has remained remarkably consistent, polls over the course of his presidency have found. Yet the tax allegations go to the very heart of Trump's appeal, especially among the blue-collar voters in states like Pennsylvania, Wisconsin and Michigan who propelled him to the presidency in 2016. Trump was supported by about two-thirds of white voters without college degrees, according to an analysis by the Pew Research Center, versus only about 2 in 10 nonwhite noncollege graduates. Indeed, in a Gallup poll from February 2016, Republicans who wanted to see Trump win their party's nomination cited his experience as a businessman as the second-most important reason they backed him, surpassed only by his status as a nonpolitician and an outsider. Even today, when asked to explain their support for Trump, voters often point to his success in business as evidence of his acumen. And they often repeat his talking point that he gave up a great deal to serve as president, citing his sacrifice as evidence that he ran for the job not out of self-interest, but because he cares about improving the lives of people like them. But the image of a man flying around in private jets from one luxury property to another and paying less in taxes than millions of Americans with far more modest lifestyles could prompt a backlash similar to the one 2012 GOP nominee Mitt Romney faced after he was secretly recorded at a closed-door fundraiser saying that the 47% of Americans who don't pay income taxes were 'dependent upon government' and would never vote for him. ?(M)y job is not to worry about those people. I'll never convince them they should take personal responsibility and care for their lives,' Romney said. Roughly half of Americans pay no federal income taxes, but the average income tax paid in 2017 was nearly $12,200, according to the IRS. Democrats wasted no time in seizing on the news, with the Biden campaign's online store already selling stickers saying 'I paid more income taxes than Donald Trump' on Sunday night. Senate Democratic leader Chuck Schumer tweeted an emoji calling on followers to raise their hands 'if you paid more in federal income tax than President Trump.' 'That's why he hid his tax returns. Because the whole time, he wasn't paying taxes. But you were,' added Sen. Chris Murphy, D-Conn. And Rep. Richard Neal, D-Mass., chair of the House Ways and Means Committee, said the new report highlights the importance of the House Democratic lawsuit against the Trump administration to access Trump's tax returns. 'This reporting shines a stark light on the vastly different experience people with power and influence have when interacting with the Internal Revenue Service than the average American taxpayer does,' he said in a statement. In addition to the news about Trump's annual payments, the Times found that many of his best-known businesses, including his golf courses, reported huge losses, and that, as he faces an uphill battle for reelection, his finances are under particular stress thanks to 'hundreds of millions of dollars in debt coming due that he has personally guaranteed.' Trump is also under audit over a $72.9 million tax refund that could cost him more than $100 million if the IRS rules against him, the Times revealed. The development comes after Biden recently stepped up his efforts to paint Trump as a charlatan who has lied to his working-class supporters. In contrast, Biden has tried to highlight his own middle-class upbringing. The election, Biden has said, is 'Scranton vs. Park Avenue,' pitting Biden's boyhood hometown in Pennsylvania against Manhattan, where Trump built his branding empire and reality television career.
